Don Zoufal

Don currently works as an independent consultant for CrowZ Nest Consulting, Inc., and provides strategic and policy advice on safety and security issues and technologies. Don has gained expertise in safety and security operations, law enforcement, legal operations, risk management and international affairs through over forty years of industry practice and in a series of executive level governmental appointments including: First Deputy of the Chicago Office of Emergency Management and Communications (9-1-1 Center); Deputy Commissioner for Safety and Security for the Chicago Department of Aviation (Airport Security Coordinator at O’Hare and Midway International Airports). He has extensive legal experience as the former General Counsel for the Chicago Police Department; Chief Legal Counsel for the State of Illinois Department of Corrections; and Chief Assistant Corporation Counsel for the City of Chicago’s Law Department. He has also served as an faculty member in the Master of Science in Threat and Response Management Program in the Graham School at the University of Chicago and is a retired Colonel in the U.S. Army Reserves.

Don holds three degrees from the University of Illinois in law (J.D.), public administration (M.A.P.A.), and history and political science (B.A.). He also holds an M.A. in Security Studies focusing on Homeland Security from the U.S. Department of Homeland Security sponsored program though the Center for Homeland Defense and Security at the Naval Postgraduate School in Monterey, CA.

Don has served for over 25 years as Legal Advisor for the Illinois Association of Chiefs of Police ILACP and is a member of the Technology Committee. He is also an appointed member of the International Association of Chiefs of Police (IACP) Communications and Technology Committee and is Chair of the AI Subcommittee. He was selected in 2024 to serve on the IACP AI Model Policy working group. Additionally, he is a member of the IACP Legal Officers Section.

Don is active in several general security and aviation- related security organizations. He is a Steering Committee member of the Airports Council International-North America (ACI-NA) Public Safety and Security Committee and the Facilitation Committee. He was also on the ACI-World Steering Committee. Additionally, he contributes significant time to the Airport Law Enforcement Administrator’s Network. He has provided significant educational programs to those groups. He has also been active in the Passenger Terminal Conference serving as co-chair of Aviation Security track. He has completed training through the International Civil Aviation Organization as an AVSEC PM.

Don is also an American Society of Industrial Security International (ASIS) Certified Protection Professional and been an active member of the ASIS. He was chair of the steering committee for the Emerging Technology Community and was active in the Physical Security Council. He has lectured at numerous ASIS educational programs as well as those of the Security Industry Association.
